ACAP submitted the following comments to the Senate Finance Committee's in response to their three health care reform options papers.
Because of ACAPs expertise in serving publicly-insured populations, our comments address proposals throughout the papers, but focus specifically on those related to public health programs and the needs of low-income and racially and ethnically diverse populations.
ACAP and the Partnership for Medicaid Stress Importance of Medicaid’s Role in Health Reform Recommendations

ACAP and 12 other members of the Partnership for Medicaid, a coalition of major stakeholder organizations in the Medicaid program, released 14 recommendations for improving Medicaid in the context of health reform. On Monday, the Partnership gave all Members of Congress and leadership of several Congressional Caucuses a preview of the recommendations, which reflect the Partnership’s commitment to work together with policymakers to strengthen the Medicaid program.

In continued support of their mission, many nonprofit health plans serving the publicly insured are now using formal giving programs to reinvest millions of dollars back to the communities they serve. These plans are using foundations to target funds and make health improvements in localities. For example, these funds may bring better health information technology or expand coverage to vulnerable groups. “Community Giving Programs of Medicaid-focused Health Plans,” released recently by the Association for Community Affiliated Plans (ACAP), shares the details.
States Increasingly Turn to Medicaid-focused Health Plans, New Data Shows

Washington, DC Enrollments in Medicaid-focused health plans have risen by 14.2 percent over the past year, says the new fact sheet “Medicaid-focused Health Plans Continue Growing Amid Overall Decline in Medicaid Managed Care Enrollment.” The fact sheet, released by the Association for Community Affiliated Plans (ACAP), draws on recent data from the Centers for Medicare & Medicaid Services (CMS).
The fact sheet points out that Medicaid-focused health plans now cover more than 11 million lives, over half (53 percent) of the Medicaid-eligible individuals enrolled in full-risk managed care. Medicaid-focused health plans provide services in 32 of the 50 states to enrollees in Medicaid, SCHIP and other public insurance programs for low-income individuals. They do not generally serve commercial populations.
